Very fine steel wool works great.
I've also heard oven cleaner works but be careful not to get any on painted surfaces.

Bronze wool! Lock thread down! No elbow grease required.

Also, I recently saw a friend of mines bike that used aluminum foil and water.....wow! It works great too, but scares me.

Wow. Sucks for you.

Honestly, to properly clean up the chrome nice and good. You're going to wanna polish it nicely. That's the only way that'll make it look good as new

The best way to clean chrome is to get rid of chrome laden bikes like jnor rides.
